Members are requested to indicate at this stage in the proceedings any items on the agenda in which they intend to declare an interest. Members are reminded that if the interest is a Disclosable Pecuniary Interest (as defined in the Members' Code of Conduct) they must leave the room for the whole of that item. Councillor Call for Action|
This meeting has been convened following receipt of the following from Councillor Foster.
"As was revealed at the last meeting of the Full Council, and thereafter the headline story within yesterday's Lancashire Evening Post (Fri 27 Jan 17) it is clear that the Council's Administration have developed advanced plans for the closure of the current Bamber Bridge, Penwortham and Leyland Leisure Centres.
"This is clearly not acceptable, as these facilities must be retained within the communities they currently serve. There have been plans pulled together over the past 4 or 5 years I am informed, yet at no time have the Council or residents been consulted in any way.
As a Bamber Bridge Councillor, I therefore, along with my colleagues Cllr Jane Bell (Leyland My Neighbourhood Forum Chair), and Cllr Keith Martin (Penwortham My Neighbourhood Forum Chair), under the terms of the South Ribble Borough Council Constitution, Part 4, Page 49, Paragraph 16, officially refer this matter to the Scrutiny Committee, as a "Councillors Call for Action".
I understand that it will be too late to formally consider this matter at the meeting of the committee in a few days time, but would respectfully request that you consider the possibility of a special meeting to consider what is a very serious policy decision that could have a huge negative impact on our local communities."
